Does anyone have info on the use of 'chain halters' during the antebellum period in US?

I've found repeated references to these being acquired and used by the 1st and 2nd Dragoon Regiments in the 1830s. Other references refer to them being used as a 'anti-theft device' for horses on the frontier...

As a bit of additional info - while it seems like they might be talking about 'chain halter leads', references to halters in this time appear to be like those for bridles - where all the parts make up the singular whole. That or they did not issue leads at all...

Here is a comparative statement of costs for 1839, 1840, and 1841, from the "Congressional Edition, Volume 375" - note that both leather halters and chain halters are listed - no mention of leads for either.
