I think what is being seen as a holster is in fact the sabre scabbard and the "loop" is a ring band. Unless they are both lefy handed, the photo is reversed.
Of course none of this helps date it... :D

Specification and dimensions not mentioned in found documents.
Suggest tracing around mouth of scabbard and increasing by say 15- 20%.
Slot for blade slightly larger than dimensions at ricasso shown in detail B of SA Drawing C120-02-132 page327 of the book.
