Sandy has it right. Myles seems to be in an exaggerated form of the old "chair" seat that fell into disrepute when better understandings of bio-mechanics entered the mounted services.

I have one much like that. Normally I'd have dismissed it as a commercial copy, but it is marked "Property of US Government." Never been quite able to figure that out.

Good drawing of a scarce part. When I was actively collecting, I must have owned a couple dozen pairs of bags, and probably no more than three or four had the side straps.
