another odd UP

ebay Item number: 160773060993
It has a spoon on the pommel as well as the cantle. It has been reworked at some point with the y-rigging and numnahs replaced but it is dated 1915 and marked with what appears to be a Canadian broadarrow and earlier or european stirrups.
Right below it in the listings is another for a complete ww1 US cavalry uniform including a saddle. I thought is was one of those toy listings when I first glanced but on a closer look it appears legitimate. Item number: 230765991703

The extra "spoon" is just a thick piece of leather. I wonder if it was intended to Hang the saddle from pommel and cantle on a rack or for strapping equipment similar to the cantle rather than using wallets. I wonder what replaced the felt numnas?
