Very interesting. I was unaware of the Indian purchase. If there's any specific information on that, it'd make for a good independent thread.

Swiss pack saddles occasionally show up in surplus venues in the US. I've run into them, for example, at Jax's Sporting Goods in Ft. Collins. Some other European pack saddles, some of which are difficult to ID in terms of origin, show up as well. The Swiss ones could be ordered for awhile from Deutsche Optik, but as I recall they weren't cheap. Anyhow, there's a couple of older threads mentioning them.
