1st Cav Div Unknown Distinctive Insignia

I'm curious as to what this is - it's not one of the 20's to early 30's brigades. I assumed it's later, e.g., VN-era but according to the owner the NS Meyer markings date it to 1930-43. According to ASMIC's The Trading Post, it was worn by Special Troops, however it's not on specs put out by PQMD at the time.
Thoughts?

Have you looked through the DI display on this site? Seems to me that this might be addressed there, but I can't recall what the explanation was.

Oh yes; it's not there however.
